Uttarakhandi Language: Kumaoni or Garhwali?

Language is a mean of expressing oneself to others. We communicate using language. In Uttarakhand the native language of people is different for different region. We can not say those as language but as a dialect. Mainly there are three dialects which are most popular in Uttarakhand. These are Kumaoni,Garhwali and Jaunsari. We had a discussion on this earlier. Where our senior member D.N.Barola says

Kumaoni and Garhwali dialects (Boli) have rich literature, but both the dialects do not qualify to be called a Language (Bhasa). In order to qualify to become a language, the requirements are

1. It should have its Lipi. At present both the dialects are written in Devnagari Lipi. This Lipi can be improved to cater to the requirements of these dialects by borrowing words from Sanskrit.
2. It requires Standardization of the dialect.
3. It should have its Dictionary.
4. It should have its pronouncement method and above all
5. It should develop its Grammar.

While many would not agree with him as Pankaj quotes some of the literary figures.

कुमाऊंनी व गढ़वाली बोलियों के लिए किसी पृथक लिपि की जरूरत का सवाल ही अपने आप में अनावश्यक है, यह बिना बात के बहस का सवाल लगता है। जरूरत तो बाकी समृद्ध बोलियों को ही जीवित रखने की है। कोई पृथक लिपि इन्हें जिंदा रख पायेगी या और अधिक समृद्ध कर पायेगी इस पर गहन विचार की जरूरत है। कुमाऊंनी व गढ़वाली बोलियों के लिए किसी अलग लिपि के लिए शुरू की गयी बहस पर अपनी राय व्यक्त करते हुए वरिष्ठ पत्रकार एवं कथाकार आनन्द बल्लभ उप्रेती का कहना है कि विभिन्न प्रांतों व क्षेत्रों की बोलियों के शब्दों के साथ संस्कृत, उर्दू, फारसी तथा अंग्रेजी के शब्दों का भरपूर प्रयोग उत्तराखंड की बोलियों में हुआ है, और यहां की बोली ने अपनी शब्द सम्पदा को भी बढ़ाया है, ऐसा उदाहरण अन्यत्र कहीं नहीं देखने को मिलता है। यहां पर्यायवाची शब्दों का ऐसा भंडार कि किसी भाव को पूरी तरह अभिव्यंजित कर के रख दें। यह चमत्कार पूर्ण है। इन चमत्कारिक शब्दों को लिपिबद्ध करने में परेशानियां तो जरूर हैं, किन्तु कोई नई लिपि ऐसा कर पायेगी इस पर भरोसा नहीं होता है। इससे तो अच्छा यही होगा कि देवनागरी में Oस्व, दीर्घ चिन्हों के सरल व सर्वमान्य प्रयोग पर चर्चा चलाई जाए। नेपाली देवनागरी में ही धड़ल्ले से लिखी व पढ़ी जाती है क्यों, इसलिए कि वह आम प्रयोग की भाषा बन गयी है। इसलिए किसी नई लिपि के जाल में फंसने से अच्छा इन बोलियों को व्यवहार में लाने की जरूरत अधिक है। कुमाऊंनी का एक मानक तैयार करने के लिए पूर्व में कई सेमीनारों का आयोजन भी होता है, लेकिन अपने-अपने क्षेत्र के क्रियापदों को न छोड़ पाने का लोभ या जिद मानकीकरण में बाधा बना रहा। शायद इसीलिए एक अलग लिपि का सवाल पैदा हुआ होगा, लेकिन यह समस्या तो नई लिपि के बाद भी अपनी जगह जिन्दा रहेगी। इसलिए राज्य बन जाने के बाद भी चलन से बाहर होती जा रही इन बोलियों को व्यवहार में लाना पहली जरूरत है।

While writing it ,it is Devnagri Lipi.

I attempted speaking Kumaoni once in a local uttrakhandi function ,and immediately I realised a strange look on the face of some of my Garhwali friends and I discontinued midway and started in Hindi to everybody’s comfort.

Maharaj, it is as good as arguing as to why are we  posting our mails in English, why not in hindi ,our mother tongue ? Same logic, convenience , not complexes.
